Relevant comment begins around 20 minutes. But the entire talk is good because he actually speaks past the usual BS on a large number of telecommunications related topics. Note that this is completed unfiltered as he drops the f-bomb quite often in his talk about the industry he is in.
Side note: Legre has a similar personality trait like Steve Jobs as far as being brutally frank; though Jobs really had a much larger license to do most anything he pleased in anyway he wanted given how many dents he made in various industries prior to the iPhone.
